  *  fossil user capabilities has no validation of permissions string
  *  <strike>cgi contructs self referential path names wrong. cant use index.cgi or dispatching cgi for multiple projects</strike>

  *  displayed uuid is not complete. only way to get whole uuid in web interface is to search manifest
